| The panhandlers are getting restless in Chicago. Nearly to the point of being obnoxious. While my heart does go out to those who are less fortunate, I do not respond to panhandlers. When with people, I ignore them completely, when they attempt to engage me solo, I give them one word answers, such as: nope. In the case of one guy who got *pissed* at me for stomping and twisting on a smoke I just put out, after denying them a cigarette, the dialog went like thisЕHim: your a dick, I could have smoked the rest of that.Me: Except itТs my personal property, I paid for it, and I can do whatever I want to it.It never dawns on them, that I am not responsible for filling their needs. They are. You want cigarettes in a city where they are nearly $10.00 a pack? Get a job.

| The House recently rejected PatrickТs plan to raise substantial new revenues by legalizing casinos. State Sen. Scott Brown, R-Wrentham, continued Monday to talk up the idea of authorizing racetracks in Massachusetts to deploy slot machines, an idea that, like casinos, faces an uphill climb in the House. The vote on taxes is on pace to occur before lawmakers know who will challenge them for their seats this fall.Senate President Therese Murray told cigarette tax supporters Monday that the Senate is Уfirmly supportive of the cigarette tax to help pay for health care.Ф Patrick said he saw Уpublic health wisdomФ in a smokes tax, adding, УI think in some form I expect to support it, but I want to see what form it takes when it comes to my desk.ФThe House estimate of $174 million from the cigarette tax increase is pegged to an expected policy change date of July 1, 2008 Ч while the other reforms would become effective Jan. 1, 2009.Leslie Kirwan, PatrickТs budget chief, said that if municipal health care costs continue to skyrocket at a clip of 12 to 15 percent per year, she would Уsay noФ to insisting that municipalities fully fund the increases for their employees. She said that even if the state found new revenue for local aid, other budget priorities deserve funding as well.

| Justice Mamba observed that the respondent was using past transgression by the applicant (Tanya) on it's dealings in goods other than those detained herein. The judge then ruled that seizure and detention of the goods by the Customs & Excise Department and the police force was unlawful.Regarding the dispute of facts on the number of boxes containing the discount camel which were seized by the police, Justice Mamba said he could not make a decision based on the papers before court. He, therefore, ruled: "The application succeeds with costs."The application for the release of the 5000 boxes of cigarettes was brought by one of the directors of the company, Peter Matsimbe, who argued that the goods were confiscated without a court order.Matsimbe said another anomaly was that the Customs & Excise Department withdrew the operating licence of the company after the seizure of the goods instead of the other way round (vice-versa).The cigarettes were seized by police four weeks ago at Smithco building in Matsapha.indicatedParliament Speaker Prince Guduza indicated that he had already resigned as director of the company when the cigarettes were confiscated.

| Don Bean slammed shut the hood on his 17-year-old stepdaughterТs white compact car as he finished up a cigarette while trying to fix the car.УThatТs between her, and her mother and I,Ф Bean said, of whether his stepdaughter should be able to smoke. УThat just makes one more step of government being in my house.ФThursday, a pastel green package of Doral Menthol Lights and 16 camel online butts were testament to the continuing teen tobacco use near a fenced tree on the perimeter of Palisade High School. T.J. Gomez, 18, a senior at the school, said he used to see big crowds of smoking students at a corner adjacent to the campus, before a badge system was implemented. In that system, students at Palisade are given a badge that allows them to leave campus for lunch. When they start getting low grades or have other offenses, including smoking near the school, the rights to an off-campus lunch can be taken away. Now, most students go elsewhere to smoke.УWe are as active as possible to get to any corners and disperse those kids,Ф said Rebecca Schwerdtfeger, the safe and drug free schools coordinator for District 51.УPeople are still going to smoke,Ф said Thomas Moore, 17, who was smoking near Central High School after school hours.УItТs just a way to get more money,Ф said Jarren Storey, 16, who attends Central High School. УThatТs just another rule to break. WeТre teenagers. What do you expect?ФУThereТs too much red tape everywhere, too many laws,Ф Storey added. УSociety takes us for stupid. Some of us do need more guidance, but we donТt need that many rules.Ф

| Most lit up a camel or two.УIТd kill somebody if I couldnТt have my nicotine,Ф one teenager said. The scene may be a thing of the past if new legislation coursing through the Statehouse in Denver becomes law. A proposal being pitched would make it illegal for teenagers under 18 to possess cigarettes.УIt will be interesting to see if that bill passes, what impact it will have on teenage buy camel,Ф said District 51 school board member Ron Rowley. УItТs not appropriate they all be put in jail. Those are already full.ФУRight now, itТs illegal for them to buy it and itТs illegal for adults to give it to them, but itТs not illegal to possess it,Ф said Rep. Tom Massey, R-Poncha Springs, the House sponsor for the bill. УWeТre closing a loophole in the law.УSchool monitoring, in essence, has been part of the problem. If youТre precluding (students) from having it on school grounds, and they have it and set one foot off of school grounds on other property where it might not be enforced, you have people (smoking) on somebodyТs front lawn or on a corner. This would enable law enforcement to act on that which they have not been able to do in the past,Ф Massey said. The bill, also sponsored by Sen. Ron Tupa, D-Boulder, has passed through the Senate at the state Legislature this session and is awaiting a House vote, scheduled for 1:30 p.m. on Wednesday.
